Job Description

Group Leader

  • Pay: £30.06 per hour (PAYE) or £37.68 (Via Umbrella)
  • Location: Barnsley
  • Job Type: Hybrid, Full time
My client are seeking a Group Leader to spearhead the development of their strategic estates strategy and oversee the valuation for financial reporting. This role is pivotal in providing leadership and management to enhance service delivery, ensuring alignmentwith theirvision, priorities, and values. The successful candidate will lead complex cross-cutting service projects, coordinating resources to deliver customer-focused services and achieve corporate outcomes. Day-to-day of the role:
  • Strategically lead and implement budgetary control procedures within service strategies, policies, and plans.
  • Develop a high-performing team and foster a positive business culture for efficient and effective service delivery.
  • Establish and maintain effective internal and external relationships to ensure joined-up services and the achievement of the Council’s key objectives.
  • Offer professional advice and support to stakeholders, including the Senior Management Team and Council Members, on strategic and operational service delivery.
  • Oversee the accurate valuation of the asset portfolio for accounting and management purposes, including signing off on valuation reports and end-of-year certificates.
  • Innovate and drive approaches to maximise income and minimise costs through the management of the Council’s property holdings.
  • Handle capital and revenue estimates for property transactions and lead property negotiations on behalf of the Council.
  • Direct the development of new schools, improvements to learning environments, and education asset management planning.
  • Ensure compliance with the Council Governance Framework and monitor customer-focused service delivery, performance indicators, and strategic priorities.
Required Skills & Qualifications:
  • Full Member or Fellowship of the Royal Institution of Chartered Surveyors (RICS) – General Practice and Valuation.
  • RICS Registered Valuer.
  • Extensive senior-level experience in land and property valuations, adhering to professional standards and regulations.
  • Proven track record of providing specialist advice and managing high-quality property-related services.
  • Experience leading and developing a professional team in a complex organisation.
  • Proficient in managing programmes, projects, and processes within deadlines and budgets.
  • In-depth knowledge of managing a diverse property portfolio and understanding relevant strategies, policies, and legislation.
