Services Accountant Location: SurreyContract: Temporary (6-9 months initial) Rate: £350-375 per day umbrella Start Date: ASAP*Hybrid working - 2 days per week in office* Contact:Job DescriptionService Care Solutions are currently recruiting on behalf of a Local Authority in Surrey for a Services Accountant to join their Planning & Environmental Services Finance team on a temporary basis. The postholder will provide financial information and adviceto the Head of Finance, Chief Accountant, Team Heads and budget holders in respect of those services within the postholders responsibilities.Main Responsibilities

Overseeing the budget performance, prepare the final accounts, and advise to Planning, Environmental and Customer Services functions of the Authority.
To support the development of the Councils rolling medium term financial strategy as the Councils financial advisor to those services within the postholders responsibilities.
To represent the Strategic Director & Deputy Chief Executive at meetings of Committees and Groups as required.
To prepare revenue estimates for those services within the postholders responsibilities in accordance with approved timescales.
To be responsible for the preparation of the Final Accounts for those services within the postholders responsibilities.
To be responsible for the preparation of estimates and final accounts for the Collection Fund in accordance with legislative and regulation achieving a successful external audit with no amendments. Prepare any information required to comply with legislativerequirements in relation to the accounting requirements of the Collection Fund.
To prepare monthly revenue budget monitoring reports for budget managers within the postholders areas of responsibility in accordance with approved timescales.
To prepare monthly and quarterly revenue and capital monitoring reports for inclusion within the Corporate Monitoring arrangements for presentation to the relevant Committee or Group.
To prepare government and other statistical returns in relation to the revenue activities and collection fund activities of the Council including the Councils Revenue Returns.

CandidateCriteria

CCAB/CIMA Qualified Accountant, preferably CIPFA
Experience of working with a Local Authority finance environment is essential
Experience of overseeing budget performance along with preparing financial accounts for a service area finance team.
Extensive knowledge of Local Authority accounting standards and legislation
Great communication skills and ability to work professionally and adapt to any team fit.
