Licensing Officer / Community Protection Officer / Enforcement OfficerWalsall - Hybrid£24 per hour6 Months contractAs a Licensing Officer, you will work under the direction of the Head of Community Safety and Enforcement to deliver Community Protection Services, with a strong focus on licensing enforcement. You will handle tasks such as evaluating license applications,enforcing licensing laws, environmental crime, noise pollution, anti-social behaviour, and unauthorized encampments. Your goal is to create positive outcomes for the residents, businesses, and visitors of Walsall.Key ResponsibilitiesLicensing Enforcement:Handle responsibilities under various Acts, including evaluating license applications, making representations, submitting applications for review of premises licenses, and acting as a consultee for the Anti-Social Behaviour Crime and Policing Act 2014. Ensurecompliance with the Licensing Act 2003, the Gambling Act 2005, and other relevant legislation.Legislation Compliance:Use intelligence and data analysis to identify and address trends and issues within your roles legislative scope, with a particular focus on licensing.Enforcement and Advice:Implement solutions using enforcement tools and powers. Provide advice to businesses and residents on licensing and compliance issues. Investigate complaints and ensure legal requirements are met.Non-Compliance:Investigate licensing offences and other incidents of non-compliance. Conduct PACE interviews, gather evidence, and prepare reports for legal proceedings.Representation and Engagement:Represent the service at corporate, regional, multi-agency forums, engage with communities and partners, and promote the service across media outlets.Quality Management:Ensure service compliance with legal and corporate requirements, maintain service equipment, and manage data securely.Finance and Property Control:Handle procurement, invoicing, and secure storage of evidence.Essential Qualifications and Skills:Qualifications:Technical qualifications in licensing enforcement, noise monitoring, and anti-social behavior case working, or equivalent.Skills:Excellent written and verbal communication, public speaking, in-depth knowledge of licensing legislation, enforcement tools, and IT skills. Ability to develop and maintain relationships, prioritize work, and handle conflict.Required skills
